6.2 Acquisition requirements. Acquisition documents must specify the following:
a. Title, number, and date of this specification.
b. If first article is required (see 3.1).
c. If soldering should be other than as specified (see 3.2.1).
d. If finish of exterior should be other than as specified (see 3.5).
e. Type of first article sample and the number of samples to be inspected (see 4.3 and
6.3).
f. Conformance inspection acceptance criteria (see 4.4 and 6.7.1).
g. Control test sample size, frequency of tests, and disposition of lots covered by the
sample size and of defective items (see 4.5 and 6.7.2).
h. Packaging requirements (see 5.1).
6.3 First article. When first article inspection is required, the contracting officer should
provide specific guidance to offerors whether the item(s) should be a preproduction sample, a first
article sample, a first production item, a sample selected from the first production items, a standard
production item from the contractor's current inventory (see 3.1), and the number of items to be
tested as specified in paragraph 4.4. The contracting officer should also include specific
instructions in acquisitions documents regarding arrangements for examinations, approval of first
article test results, and disposition of first articles. Invitations for bids should provide that the
Government reserves the right to waive the requirement for samples for first article inspection to
those bidders offering a product which has been previously acquired or tested by the Government,
and that bidders offering such products, who wish to rely on such production or test, must furnish
evidence with the bid that prior Government approval is presently appropriate for the pending
contract. Bidders should not submit alternate bids unless specifically requested to do so in the
solicitation.
6.3.1 First article inspection of spare parts. Spare parts, such as lenses (MS35420 and
MS35421) and the lamp holder (MS35422) should be considered as having met first article
requirements, providing they have been installed in an applicable light assembly that has passed
first article testing as specified in 4.3.
6.4 Definitions.
a. Recovered materials. "Recovered materials" means materials that have been collected
or recovered from solid waste.
b. Solid waste. "Solid waste" means (a) any garbage, refuse, or sludge from a waste
treatment plant, water supply treatment plant, or air pollution control facility; and (b) other
discarded material, including solid, liquid, semisolid, or contained gaseous material resulting from
industrial, commercial, mining, and agricultural operations, and from community activities. It does
not include solid or dissolved material in domestic sewage, or solid or dissolved material in
irrigation return flows or industrial discharges which are point sources subject to permits under
section 402 of the Clean Water Act, (33 U.S.C.1342 et seq.), or source, special nuclear, or
byproduct material as defined by the Atomic Energy Act of 1954 (42 U.S.C. 2011 et seq.) (Source:
